Shadow cell js has built in support for providing these development test servers so that you don't need an additional tool it's just a config entry to start a def http server. If you if your app is going to talk to some kind of server then i would always recommend using that server during development too but sometimes you just want to build html code orhtml and javascript that's just a static page.
