Is This a Low Tech Weapon?

The Chinese have been experimenting for a long time in developing two, three, four hundred foot balloons that can carry and be carry about a ton. The Pentagon says we don't know, we're not able to stop that. And at the same time dismisses this as a low tech weapon. It's pretty scary, especially when we know that they've been experimenting with them for this purpose.
