The Conflicting Expectations of OPTN and CMS

The Centers for Medicare and Medicaid Services retired the use of one-year outcomes metrics with the hope that it would permit some programs to be less risk-averse. Unfortunately we haven't seen kind of the changes in practice that we had all hoped would emanate from that change at CMS. We believe that's in part because of their continued use of one year outcomes metrics at the OPTN level through the MPSC. It usually just strikes me that when you're talking about the conflicting expectations of OPTN and CMS that this is again another example of how when things are siloed it can lead to problems as opposed to a unified approach.
