Relay Relay to Reduce Privacy
In order to use them to reduce privacy, that means like you need to make a bunch of blocks. So blocks are the most crucial component of not having a partition on the network. If everybody has the chance tip, that's a better worse case than if people have different chain tips or under operating on different forks or versions. Having block relay only connections do not relay transactions. They do not relay addresses, and so are going to be a lot harder for a third party to figure out heristics in order to observe that this connection is present.
