If a city is in decline, it can't raise taxes. It can't replace its industry. And there are still quite a few automos that have jobs in the Detroit region. But just the political city of Detroit itself, at the center of the region, has very little new auto investment. That's an economist dream, though, isn't it? Because everyone's competing against each other. You've got competition between cities. This is where he plays devil's advocate. I adopt a disbelieving tone in my voice. The federal government share of money going to cities hasn't fallen substantially since the 1960s. So cities are pressed really under their own declining tax bases to deal with problems
