The Problem With Consciousness

What is it like to be a fetus and a developing child? Even that's unimaginable, let alone the possibility space of possible cognitive agents. If you're going to have a theory of gravity or a theory of whatever, you know what it outputs. What would a good theory of consciousness even output? So if I want to know what is itlike to be a caterpillar or a, or a brazenobot or whatever, what is the answer going to be like? The only thing I can think of is that it's art, that it's basically the idea is that what it Outputs is some sort of stimulus that attempts to put you in, in a similar state.
