Why the Jury Acquitted Waldo?

In the actual verdict in the envelope, they put in a note to the prosecutor saying, we want you to prosecute more financial sector guys, just not this one. I think like that is the duality that makes these cases so difficult to prosecute because as a group, you're like the banks were con artists like fuck these guys. But then any individual case, you can find reasons to be like, well, is it really fair to prosecute this one guy for everything city group was doing?
