The constitution says all bills for raising revenue shall originate in the house of representatives. The senate may propose or concur with amendments, as on other bills. This is how bills become laws. Si you bill, now you're a law. And it's kind of like reading the rules for a board game. It's annoying until you get how it works. So what is that gobbled gook?
