The Rise and Fall of the Japanese War Crimes Trials
Even before Kishinobusuke, the Japanese government was not exactly firm in its condemnation of war criminals. Government leaders were both practiced at and had a vested interest in calling into question the legitimacy of the trials and even the purges. The eventual reverse course meant that a lot of those indicted war criminals ended up going free without a trial.
