Getting a Desktop to Spin Up a LOT?
It depends on how often are you going from idle to busy? Like if you're playing a video game or something, it's going to be busy the whole time. If you're actually browsing your CPU is probably not getting to idle anyway. The same performance profile that would be the like balls to the wall performance profile on a laptop is considerably more conservative than the default on a desktop.
