By 19 hundred, there's a lot of ambiguity about what exactly police are supposed to do. In london, the royal government is very concerned about how police will be viewed and whether they will reflect poorly on the authority of this elite controlled government. The politics in new york were much more democratic than in london but also highly partisan. There was really bitter partisan political competition. And so there was very little trust in the impartiality of police.
