The Importance of Joseph II

Joseph II issued over 6,000 edicts in less than ten years in office. Joseph was not a good politician and didn't carefully build alliances within the elite. Nobles and clergy were almost universally infuriated by his policies. Average people's experience of Joseph's rule was mostly just that their lives were suddenly disrupted.
