Is This a Metaphor for Human Laws?

I've just been thinking a lot about this issue of the laws of physics or the laws of nature at various points in the last thousand years. And whether this is like a metaphor for human laws and if it is then what is going on there? There's I suppose like early on you have these kind of Semi-divine lawmakers certainly in Mesopotamia and sort of you know hammer rabbi and stuff like that. Once you kind of get rid of the authority potentially of god then what is the source of authority for these laws? I don't know if anyone has any thoughts on that.
