The Evolution of Quadratic Voting

The origin of quadratic voting, if you want to take it back very far, is a paper in 1945 by this guy named Lionel Penrose. He argued that each country should have votes based on the square root of its population. The logic was that people who are in the same country who have aligned interests and aligned interests will tend to trump uncorrelated interests.
