In 16 BC, all Augustus had to do was order a proconsulant to occupy the land. The fiercely independent Pannonian tribes could barely stand unofficial servitude. But that fierce independence would ironically sow the seeds for their loss of it. Unable to establish a united front, the tribes were easily picked off one by one.
