The Bifil Brown effect discovered in 1928 was classified for 80 years. In 2008, Obama declassified it along with a whole bunch of other stuff. The B2 spirit bomber uses a version of this where they positively charge the front leading edge of the wing and negatively charge the exhaust stream. It helps with lift and propulsion as well as the radar signature and visibility of the craft.
