Luther's small catechism does say out of all divine goodness and mercy without any merit or worthiness in me. So it's just a curious created by mercy. God is always self-giving to the undeserving, there's nothing particularly deserving about humanity. Our creation itself is gift in nature so that God just continually gives to us out of his kindness, mercy, grace,. All these kinds of words. But it's not a forgiving word as though Adam and Eve had sinned as of yet.Yeah, giving but not forgiving. And we would just want to save merciful for that forgiving word, that word of pardon, that sinners need to hear.
