Is YouTube a Media Programmer?

I think YouTube and maybe Facebook later changed how we sort of consume video and how we make videos. The idea of YouTube is that there's no gatekeeper. So there's no Hollywood producer. There's no director telling creators what the upload and what kind of videos were popular right? I think to a certain extent that's right. But then there are other moments where like their search and recommendations work really changes the types of content that's made.
