The Role of the Deputy Special Representative in the Disaster Response

So far the government is not part of the cluster system at the national level. But locally we record it very, very closely in the areas that are hardest hit by the current level of drought. This is mostly because the government's structures are weak and sometimes doesn't exist. The entire disaster agency that is now replaced, the Ministry of Humanitarian Affairs, has less than 20 staff members.
