The way that most people interact with their local state or federal governments is via a dizzying array of forms, documents and web sites. Phaedra ellis lamkins is the co founder of promise, an organization that is using tec to fix this horribly broken process and system for those who owe money to the government. "We believe that if someone doesn't mae a payment, it's because they don't have the money," she says.
