For a long time, smoking wasn't considered dangerous. Some promoters even claimed it had health benefits. In 1964 the US Surgeon General published a landmark report that laid out the dangers. It took a while for regulation to catch up. Smoking was allowed virtually everywhere, including on trains, buses and airplanes.
