Is Bullying a Deviation From the Normal?

Bullying is a distortion of the idea that we need to stand up to stop, maybe not the aggressor, but the person who's doing the bad thing. I don't know if there's any one right answer. The sense of grievance that powerful people have when their hegemonic values are being challenged,. i think, often what gives rise to that cruelty.
