In the summer of 1994, Gates was lobbying hard with the government to try to retain the right to integrate new products and features into Windows. The final consent decree ended up including a clause that said Microsoft could not be prohibited from developing integrated products. It's not clear at this point if Gates was thinking specifically of a web browser or integrating the Internet into Windows when he fought for this clause.
