Rough consensus and running code actually comes from the o g motto of the internet engineering. It's about hacking and figuring things out and making innovation happen in a very kind of emergent way. The community is not just protocol researchers or developers, you can almost think of it as like a production pipe line. We need researchers to come up with things like the proof of stake design an example of how that could work. But client teams don't own the majority of etherium nodes - they don't write the majority of popular applications. So there's very much a responsibility on the community to decide if they want to adopt this change? And people will do it while still being responsible for their actions
