Since there was no procedureal rule to cut off debate for most of the nineteenth century, how did that effect decision making in the senate? For a while, it's cot of business as usual. We din't really see a lot of fillibusters until late 18 thirties, early 18 forties. Senators who were in the minority began to use more left field tactics to get their way. They could be impassioned, insubordinate, even insulting, and no one could stop them.
