The Nuclear Ratchet

India and Pakistan are outside the remit of the Nuclear Non-Proliferation Treaty. This means they've made no commitment to scale down or give up their weapons. The two countries seem preoccupied with nuclear development in a tit for tat way. It's what we might call the nuclear ratchet. Each side seeks to gain an advantage in the arms race, triggering a response in turn. But it leaves the world with a growing arsenal of nuclear weapons and greater danger.
