Is the Universe Just a Theory?

In Cartwright's book, she says laws of nature are limited in their range. There may be no rules at all for composing the separate effects. And some situations may not be subject to law at all. Is this sort of like an exercise in skepticism by Cartwright? Like, how do we really know that the laws that we isolate in the laboratory also apply out on the windblown streets?
