Do You Think We're Never Going to Spend Four Hundred Years Running to Counter Insurgency?

Do you think there's just something built into our system where that's just not in the cards? We're never going to spend forty years running to counter insurgency somewhere. Do you think then? I think that's obviously true now. But i think we've got enough experience to see that that is definitely the case.
