A true 3 and D player didn't exist before the 90s because no one used the 3 point line. Dan Marley, if you look at his 3 point rate, starting in 1994, 44% of his attempts were threes. The next year it was 53%. By 1998 it was 67%. By the year 2000 it was 72%. So it was just more and more threes. And that's a key part of this as well because you're missing other skills on offense.
