The poem is saying that we are individuals but the city contains all human life that is endless and I think this is clear if you remember if you recall that for the Babylonians the cities are older than humans they were built by the gods and they're going to last forever so this city is a microcosm of human experience that is immortal the individual as we've heard is not immortal.
