In the first world, there's just not enough people to create a new charter city. The advantage of doing it in developed countries is you can have much more solid commitments that you can rely on. High income countries place tremendous barriers on large structure projects. If you think about a charter city in a high income country, that might lead to a 50 x increase in income over 20 years.
