When he was a graduate student, David Frum released his first working paper in his second or third year of graduate school. He felt like that was my first publication I was thrilled. How do you get around the problem of people scooping you on those? Is it just generally accepted? We guard it. The truth is, once I release a working paper, I feel like my work is done here, I can relax.
