What Did the Court Do With That Not in Effect Regulation?
The court opined that the not in effect, and indeed, not ever in effect, clean power plan was no longer a vible expression of the clean air act. In the intervening years, the plan's targets or metric for greenhouse gases had been met. So even if it did somehow go into effect, it's not totally clear what exactly it would have required.
