Is There a World in Which the Bro Based Jails Are Adequate?

The Littman Commission, the commission which was started to investigate ultimately recommended the closure of our pilot. Do you think that there is a world in which the bro based jails are adequate capacity? Are there some steps that could be taken if not by DOC, by the courts or by some other component justice system? I think there are some steps thatcould be taken. But the reality is if you want to solve this issue, we have to think about the entirety of the criminal justice arena.
