New York City has tried to create better and more abundant public toilets. The city of chicago ended up getting rid of them overall, and then state by state followed. There were supposed to be 20 of these automatic pay toil lets placed around the city. They only got through five of the 20 because the program seemed like it wasn't going to work. And apparently they're still in a warehouse in queens.
