How does the government at the state level shape the choices that are made in Atlanta for good or for ill? It's funny because most of these Sunbelt metros, Nashville, Atlanta, New Orleans, Phoenix, their state governments are quite conservative, they're very property rights oriented. They seem to be in favor of local control when it comes to redeveloping low income properties and the high income properties which causes displacement.
