The Vacancies Act and the Executive Branch
Congress passed the Vacancies Act to allow people in limited times, but put a time limit on it. The executive branch has found a loophole to that too and is using it against them. Congress should get rid of this really narrow definition of function and duty, says Julian Zelizer.
