They were confronting accusations that they used force too often. So let's tell folks that they shouldn't touch someone until backup has arrived. O do the things to descalate your body so you don't end up engaging an unnecessary use of force. And the following year, we saw a significant decrease in use of force and became a national model for how you do base training.
