Foreign policy concerns itself fundamentally with national interests. It's unsurprising that it will normally be quite bipartisan. But bipartisanship, in my view, shouldn't be an aim in its own right. I would much rather have a lively debate about foreign policy than accept that alone of all the purposes of government, it has to be placed beyond dispute. So even on China, I see plenty of room for debate. Just to take one example, should we agree to China's negotiating entry to this CPTPP trade pact, it's quite possible to argue that in different ways. And what's missing is whether you see any real costs to accompany these benefits, which I can't deny, let
