Popper: We are searching for rules with no counter examples. Popper ties the notion of logic itself to this intuitive procedure of reasoning and arguing that we all engage in. So when you say that no counter example exists, it's basically like no counter argument exists to the claim that Socrates is mortal. And so if I came up with a rule of inference that worked that way, you could falsify it instantaneously through argument.
