President Biden announced a new policy on cannabis possession. He also called on state governors to issue pardons in their states for cannabis possession. John Sutter says the timing of this announcement might have been positive because it's going to force some kind of response from Democrats, Republicans and independents. But he thinks there is more that Biden could do with federal pardons or executive power.
