In the Republic, censors who were in charge of morals or status auctioned off contracts for a whole range of things. In the imperial period, the emperor started to take over a lot more control of resources and administration. Emperors also took over public building in Rome, so great constructions such as the form of trade and the bars of Caracalla. They were essential for keeping people employed.
