There are a couple of different lines of thought on what it would mean for general relativity to break down. One is that singularities, generally speaking, are unphysical and reflect a breakdown of the theory. The other is that low energy theories or effective theories break down at some characteristic energy scale. There's a mismatch between these two ways of thinking because in general relativity, it's not really clear what we mean by high energy.
