The Rise and Fall of Basic Instinct
The MPAA launched the NC-17 rating in 1990 to create a safe space for narrative films containing adult content. The proposition felt too risky for any film that needed to earn back a significant amount of money. No one directly involved ever seriously considered releasing basic instinct with an NC-17. To protect that risk, Verhoeven was contractually obligated to deliver an R rating.
