Cambodia and China's Human Rights Abuses Are Part of the Problem
Cambodia has long been viewed as strategically kind of not that important. And so it's a place where we can afford to take a stand on our principles. As soon as China became economically salient and could substitute for Western development money, they were very happy to take Chinese money. They didn't have to go through the theater of presenting the progress they'd made on agreed development benchmarks. The Chinese just said, sure, here's 50 million dollars to build a highway. We'll bring out people and we'll do it.
