It's the pre-quark, the asset that represents the future issuance of a quark which contains more uncertainty than if you just decide to purchase or commit to purchase a quark. That's something that the buyer recognizes and probably then wants to get a discount because of that uncertainty. In a way, it provides a sometimes called the double whammy.
