How Long Would It Take to Make a Vaccine for a New Disease?

The type of immediate response by NGO doctors on the ground that you see happen for a potential pandemic, I think is going to be the same type of person that you see responding to more frequent outbreaks. And so, that means that there's a little bit more attention to that problem than the problem of how someone would respond specifically to the types of scenarios that we don't see that often. How long would it take to start making a vaccine for a new disease if we could develop one at all? What are we talking weeks or months or years?
