In the 1980s, there was a kind of ideological contempt or indifference for the public service. And on the other hand, an ideological assumption of the superiority of the private sector. In the past decade, that has increased quite dramatically. Scott Morrison gave a muscular and hectoring speech in which he reminded public servants of their humble subservience. Public service is meant to be an abler of government policy, not an obstacle. Australian people need to be at the centre of APA service delivery.
