What incentive do the governments of Mexico and Colombia have to fully crack down on the drug trade as for drug use most of these drugs end up in the US rather than Mexico. Much of the money made from this drug trade actually ends up backing the American economy through the black or gray markets. The high point of the Colombian cartels is anywhere between 5-10 percent of the GDP you could make pretty big guesses like that.
