Accessibility for Sighted Users

The tool tip that pops up and says save is also an accessibility feature for sighted users. For the screen reader user, there's going to be text inside of the button or link one way or another. So ultimately what I'm saying though is that a tool tip that appears on hover, that is an accessibility feature.
